*NATURAL RESOURCES SPECIALIST* *JOB DESCRIPTION* *AGENCY* Lauderdale County Soil and Water Conservation District *INTRODUCTION* Employee in this position provides technical support to the Lauderdale County Soil and Water Conservation District Board of Supervisors.
The incumbent must possess technical knowledge and/or work experience in agriculture, urban and natural resources management.
Employee must work independently, receiving specific directions on new assignments.
Work is reviewed through conferences, inspection of records and reports during an annual performance review.
This is a full-time position provided through the Lauderdale County Soil and Water Conservation District.
Hours of duty, rate of pay, annual increases and step raises will be determined by the District Board of Supervisors.
*DUITES AND RESPONSIBILITIES* *General:* · Assist the Natural Resources Conservation Service with implementation of USDA Farm Bill Programs.
· Create GIS maps and plans for USDA Farm Bill Programs.
· Contact landowners to schedule field visits for various USDA Farm Bill programs.
· Provide clear, written guidance to landowners for conservation needs.
· Prepare and/or type news articles and other items as assigned or required.
· Direct clients/landowners to the appropriate person for assistance, answer telephone and transfer calls to the appropriate person.
· Maintain professional and orderly workstation.
· Distribute literature, schedules and/or assist Supervisors and DC in organizing District contests, special observances, conservation education programs, including district land judging contest, etc.
· Assist District Administrative Coordinator (DAC), Supervisors and DC in preparing District’s Annual Report and Plan of Work.
· Assist DAC, Supervisors and DC in preparing and submitting AACD, NACD, and other awards that the District wishes to participate in.
· Maintain good working relationship with other agencies, cooperators, and general public.
· Attend Supervisors Board Meetings and other scheduled SWCD events.
Report on grant progress and funding availability.
· Attend area, annual and state meetings, workshops, and training programs and assist in planning functions as assigned and as applicable.
· Assist Supervisors and DC in responding to correspondence.
· Assist with visits to schools by District and Earth Team Volunteers.
· Maintain District and NRCS files as per established systems; purge files according to state and federal guidelines and make clear, concise notes about actions taken and landowner decisions.
· Perform other duties as requested by the DAC and/or the Lauderdale SWCD Board.
*Financial:* · Assist with sales of conservation supplies and rental of District equipment, when applicable, for promoting conservation practice applications.
*Conservation Incentive Program:* · Maintain all records and financial data pertaining to Conservation Incentive Program.
· Administer Conservation Incentive Program under the direction of District Supervisors and State Committee Office.
· Assist with and receive applications for Conservation Incentive assistance.
· Process all Conservation Incentive applications indiscriminately.
*NRCS:* · Assist NRCS with Farm Bill tasks according to priorities established by the District Supervisors.
· Maintain NRCS files, bulletins, manuals, display racks, and bulletin board under the direction of DC.
· Have a working knowledge of NRCS programs.
· Assist with data entry, review and assembly of resource plans.
*Other Programs:* · Assist with collection of data for resource programs sponsored by the District.
· Assists with CAFO registrations and enters required documents in the computer.
· Perform other duties as assigned.
*Conservation Education:* Conservation education programs very statewide.
The District Board prioritizes conservation education programs.
*SUPERVISION* The employee in any position is under the direction or supervision of the District Board of Supervisors with day-to-day guidance and assignments should be administered in Personnel Policies (Employee Handbook).
Conflicts in assignments will be resolved by the District Board.
The incumbent supervises employees, as applicable.
*PERFORMANCE REVIEW* A formal review will be completed jointly by the District Chairman, with input from the entire Board, and the District Conservationist on a yearly basis before December 31 and will be discussed with the employee.
The performance rating is an overall evaluation of the employee’s performance.
